Philosophy as a "luxury"

Is philosophy a luxury or an integral part of the function of society? Why are the humanities the first to go when school budgets are cut? Is society a shapeless mass that philosophy helps to form into a viable entity? If you were building a society, and you could only choose a handful of skilled workers would you choose the philosopher?

Love him or hate him, I think this is an interesting quote by C.S. Lewis: "Friendship is unnecessary, like philosophy, like art... It has no survival value; rather it is one of those things that give value to survival."
